UPDATE-Found human remains in Haliburton identified as David Palmer

(HALIBURTON, ON) – The Ontario Provincial Police (OPP) has concluded the search for a missing Bowmanville man whom investigators believe disappeared as the result of foul play.

David PALMER is a 47 year-old male who was last seen on Friday October 2, 2015 – one week before the 2015 Canadian Thanksgiving. On October 14, 2015, Palmer’s brown 2002 Honda Accord, bearing Ontario Licence plate BWCZ 783, was recovered by police near Spruce Lake Trail, near the Village of Haliburton.

Between May 3 and 6, 2016 the OPP conducted a search of an area north of the village of Hailburton, in relation to David Palmer. On May 6, 2016, police discovered human remains and secured the scene for further investigation. On May 9, 2016, a post mortem examination of the remains was conducted and the human remains were identified as being that of David Palmer.

The search and subsequent investigation was conducted by members of the OPP Central Region Crime Unit, Emergency Response Team, Under Water Search & Recovery Unit, and the Central Region Forensic Identification Section under the direction of Detective Inspector Martin Graham of the OPP Criminal Investigation Branch (CIB). Police continue to investigate this matter to determine how Mr. Palmer died.

Attached are photo images of Mr. Palmer and his vehicle on the day he was last known to be alive. Anyone with information regarding this investigation is asked to contact the Detective Constable Matthew Carmichael of the City of Kawartha Lakes OPP Crime Unit at 705-324-6741.

OPP resume search for missing man north of Elliot Lake

(ELLIOT LAKE, ON) – Members of the East Algoma Ontario Provincial Police (OPP) and the Emergency Response Team (ERT) are presently completing a search in the Portelance Lake area for a missing male.

Blake MCCOOL, 63 years of age, last spoke to family members mid November 2015.  On December 26, 2015, a family member reported him missing to Toronto Police Service.  A family member advised police that he may have attended the Elliot Lake area to go hunting north of the city in the Portelance Lake area.

On March 18, 2016, the OPP located the missing male’s white 2009 Dodge CTX, 4 door hatchback at the end of an old logging road in the Portelance Lake area.  A search of the area was conducted at that time but the missing male was not located.

The OPP has resumed their search and is asking the public’s assistance to locate this male.

He is a white male, described as being approximately 5’10” tall with a thin build, weighing approximately 160 pounds.  When last seen, he had short grey hair, a grey mustache and grey eyes.  He is also known to have a grey beard.  It is unknown what clothing he was wearing.

This time of year we know people are going into the bush to open up cabins and getting ready for the fishing season.  If you see anything suspicious, make note of the location and report it to the Elliot Lake OPP.

Blind River man tasered after assaulting police officer

(BLIND RIVER, ON) – On May 10, 2016, 11:09 a.m., members of the East Algoma Ontario Provincial Police (OPP) responded to a call of a suspicious male lying in a ditch, near a children’s park area on Colonization Road in the Town of Blind River.

Police attended the area and located an intoxicated male.  While the male was being arrested, he became combative and resisted arrest.  Police used a Conducted Energy Weapon (CEW) to take physical control of the male and the arrest was made.

Ryan Ross CHIBLOW, 29 years of age, from Blind River, Ontario was charged with:

  • Assault a Peace Officer, contrary to section 270(1)(a) of the Criminal Code;
  • Resist Peace Officer, contrary to section 129(a) of the Criminal Code; and
  • Fail to Comply with Probation Order, contrary to section 270(1)(a) of the Criminal Code.

    The accused is schedule to appear before the Ontario Court of Justice in Blind River on July 7, 2016.

Mini Crime Spree Ends In Arrest of Teen

The investigation into a stolen vehicle, theft of gas and complaints of bad driving have led to the arrest of a 15 year old youth from Lindsay.

At 6:05 pm on Monday May 9th, 2016 a 2006 Dodge pick-up truck was reported stolen from the parking lot of a repair garage on Kent St. W. The owner of the vehicle took to Facebook immediately and distributed pictures of the vehicle.

At 11:20 am on Tuesday May 10th, 2016 the pick – up truck attended at a Kent St. West gas bar and pumped $40.00 worth of fuel and then left without paying. The gas bar attendant contacted police and provided the licence number of the stolen pick-up truck. Later in the day, at approximately 4:50 pm the same vehicle was observed driving in an erratic manner in the area of Angeline St. South and Highway #7.

The vehicle was followed by a citizen, who also was aware that it had been stolen from the original Facebook post. The citizen contacted police who eventually located the vehicle and its’ operator on Durham St. West in Lindsay.

Police arrested a 15 year old teen a short time later. The teen was charged with Theft over $5000.00, Theft Under $5000.00, Possession of Stolen Property Over $5000.00 and Possession of Stolen Property Under $5000.00. They will appear in the Lindsay, Ontario Court of Justice on Tuesday June 21st, 2016. Release of the identity of the youth is prohibited under the Youth Criminal Justice Act.

OPP continue the search for Blake McCool north of Elliot Lake

North Bay man in custody after holding woman and children against their will

Following an investigation into a break and enter and assault with a weapon that occurred at a downtown North Bay residence on Wednesday morning, North Bay Police arrested and charged:

Nathan Omer Carriere, age 22, of North Bay with:

  • One count of break, enter and commit an indictable offence;
  • One count of assault;
  • One count of forcible confinement;
  • One count of assault with a weapon;
  • One count of possession of a weapon for a dangerous purpose;
  • Three counts of assault police; and
  • Two counts of breach of conditional sentence order.

It is alleged that on Wednesday May 11th at approximately 5 a.m., the accused entered the unit of a residential building. The female resident awoke to the noise he made on entry. She immediately called 9-1-1 and went to a nearby room, where, it is alleged, the accused assaulted her young child. When the woman intervened to protect her child, it is alleged the accused held a kitchen knife to her to prevent her from escaping. The woman then instructed her two young children to run to the neighbours’ residence, where they escaped to safely. It is also alleged that the accused, who was still holding a knife at the time, dragged the woman outside.

Police arrived at the scene and observed them both exit. The accused then fled the scene on foot.
Following a short pursuit, police located the accused on the 600 block of Cassells Street.

The accused, who assaulted police before and after his arrest, remains in custody and will appear in court for a show cause hearing today. Prior to this occurrence, he was unknown to the victims, who required medical treatment for their non-life-threatening injuries.

The North Bay Police Service informs the public that random acts of violence such as the one described above are rare occurrences in our community. Police rely on the help of members of this community to inform police when people and property are at risk. Call 9-1-1 immediately to report a crime in progress or about to occur, for a situation where serious injury can occur, and for any suspicious activity. Police also advise residents to lock the doors of their homes and vehicles.

Timmins police investigating theft from motor vehicle

The Timmins Police Service is seeking the public’s assistance with their investigation into a theft from a motor vehicle.

Assistance is required in our attempts to identify the male suspect in the photo below.

The suspect is alleged to be involved in a theft from a motor vehicle outside of the Timmins Armory on the 5th of May 2016.

The item that was stolen was a grey Garmin GPS.

Cochrane man charged after vehicle rolls into lake

(COCHRANE, ON) – On May 10, 2016, at approximately 1:45 p.m., the James Bay Ontario Provincial Police (OPP) was advised that a motor vehicle had gone into Lake Commando near Fifth Street and Ninth Avenue in Cochrane, Ontario.

Police investigation revealed that no one was in the motor vehicle at the time nor was anyone injured. It was also determined that the male driver had been using the motor vehicle to illegally distribute alcohol in the Town of Cochrane.

Ilkoo LEE, 54, of Cochrane, Ontario has being charged with the following offences:

  • Fail to take precaution against vehicle being set in motion contrary to section 170(9) of the Highway Traffic Act of Ontario (HTA),
  • Unlawfully delivering liquor for a fee contrary to section 5(3) of the Liquor Licence Act of Ontario (LLA),
  • Unlawfully receiving orders for sale of liquor contrary to section 5(2) (LLA)

The accused was served with a Certificate of Offence for each charge.

Three Vehicle Head On Crash Sends Five To Hospital

A three vehicle head on collision on Highway 36 between Colborne St. and Mount Hope St. in Lindsay sent 5 people to hospital last night, where one remains in critical condition.

At  6:58PM on Wednesday May 11th, 2016  three vehicles were involved in a collision on Highway 36, south of Mount Hope Street.  A southbound vehicle collided with a northbound vehicle, which was rear ended by a second northbound vehicle.

A total of five occupants from the three vehicle were taken to a local hospital with injuries. 2 occupants of the southbound vehicle and one from each of the northbound vehicles were treated for injuries and released from hospital. The third occupant of the southbound vehicle , a twenty year old female, was transported by air ambulance to a Toronto area hospital. She is in critical condition.

Kawartha Lakes Police are being assisted in the ongoing  investigation by two members of the Ontario Provincial Police Technical Traffic Collision Investigation and Reconstruction Unit. Police are asking anyone who may have witnessed the accident to contact Detective Constable D. Thorndyke at 705.324.6307 ext 521 or at dthorndyke@klps.ca .

Neighbour From Hell Arrested For Assault and Threats

A fifty six year old Lindsay man has been arrested and charged after breaking into a neighbour’s apartment and assaulting and threatening them.

On May 10th, 2016 at approximately 10:39 pm the victim called police complaining about noise from the apartment above them. The victim called police a second time on May 11th, 2016 at 12:34am because the tenant was still being loud.

Despite being spoken to by police on two occasions in the same night, the tenant continued to disturb the victims until approximately 4:20am on May 11th, 2016. At approximately 1:00pm on the following day, the tenant pounded on the victim’s door, cursing and swearing at them to open the door and tell him who called the police to his house last night.

The victim opened the door, and the tenant forced his way into the apartment without permission. The victim forcefully removed the tenant from his apartment and into the lobby area of the apartment. The tenant then proceeded to berate the victim and flick a cigarette at them. When a second tenant attempted to intervene they too were berated and threatened and also had a lit cigarette butt flicked at them, striking them in the shoulder. The tenant then returned to his apartment and continued to make excessive noise until police arrived.

Charged with two counts of Assault, Threatening Bodily Harm and Being Unlawfully in a Dwelling is fifty six year old Dale William Sawyer of Lindsay. Sawyer was detained in custody and will appear for a bail hearing at the Lindsay, Ontario Court of Justice on Thursday May 12th, 2016.

OPP investigate human remains found outside of Cochrane

(COCHRANE, ON) – The James Bay Ontario Provincial Police (OPP) under the direction of Detective Inspector Colleen McCormick of the OPP Criminal Investigation Branch (CIB), is investigating found human remains in Fournier Township, south west of the Town of Cochrane following a call received on May 14, 2016 shortly after 8:00 p.m. 

At this time, North East Region CIB, the OPP Forensic Identification Unit (FIS), OPP Technical Traffic Collision Investigator (TTCI), and Office of the Chief Coroner are assisting with this ongoing investigation.

An autopsy has been scheduled for May 16, 2016, in Sudbury.

The OPP will provide further information as it becomes available.

OPP warn Hearst residents to lock up their belongings

(HEARST, ON) – On May 14, 2016, the James Bay Ontario Provincial Police (OPP) was advised of several thefts in the Town of Hearst. During the time period of May 13, 2016, late in the evening and May 15, 2016 at approximately 10:00 p.m. police were advised of two stolen motorcycle dirt bikes and one stolen LED light bar all from separate locations.

The motorcycles were stolen from unlocked garages on Prince Street and the LED light bar was taken from a motor vehicle on Front Street. One motorcycle has been recovered however the light bar and the other motorcycle remain outstanding. The motorcycle is described as being a yellow, 2005, Suzuki 450 RMZ, four stroke with a Rock Star sticker on the left side of the bike and a number 21 plate; its approximate value is of $4500.

Police are urging residents to keep their garages and motor vehicles locked at all times.

UPDATE – Human remains in Cochrane identified as Aline Lalonde

(COCHRANE, ON) – The James Bay Ontario Provincial Police (OPP) under the direction of Detective Inspector Colleen McCormick of the OPP Criminal Investigation Branch (CIB) has ended the search for a missing Cochrane, Ontario female.

After an autopsy on May 16, 2016, in Sudbury, police have determined that the human remains located in Fournier Township are that of missing person, Aline LALONDE (also known as Aline NEW).

On May 9, 2016, OPP charged Richard NEW, a 41 year old male from Cochrane, with second degree murder in connection with her death.  He is scheduled to appear at the Ontario Court of Justice in Cochrane on June 7, 2016.

The investigation is continuing and any person with information about this incident is asked to immediately contact the Ontario Provincial Police, James Bay Detachments, Cochrane office at 1-888-310-1122.

Timmins woman faces charges after alleged assault

The Timmins Police Service has completed its investigation into a disturbance that occurred on May 17th at a Maple Street North residence in Timmins.

During the course of the disturbance, the suspect is alleged to have assaulted a female resident resulting in minor injuries.

Samantha SOLOMON, 32, of Timmins has been charged with:

  • one count of Possession of a Weapon for a Dangerous Purpose contrary to section 88 of the Criminal Code of Canada
  • one count of Assault contrary to section 266 of the Criminal Code of Canada
  • one count of Uttering Threats contrary to section 264.1(1)(a) of the Criminal Code of Canada
  • one count of Fail to Comply with Undertaking contrary to section 145(5.1) of the Criminal Code of Canada

SOLOMON has been arrested by the Timmins Police Service and has been held in custody awaiting a bail hearing slated for today at Provincial Court in Timmins

Not Exactly A Candidate For Parent Of The Year

A twenty seven year old man from Burnt River, Ontario has been charged with possession of a controlled substance after he was located passed out in a vehicle on King St. in Lindsay last night. The kicker, his 4 year old son was in the vehicle with him.

At 10:30pm on May 19th, 2016 Kawartha Lakes Police were contacted regarding a suspicious vehicle that had been idling on King St. in Lindsay for over an hour. When police attended they located the pick-up truck still idling.

They approached the vehicle and found a twenty seven year old male passed out behind the wheel. Sleeping in a car seat beside him was his 4 year old son. Police could also smell the strong smell of recently smoked marijuana. Police located a quantity of marijuana, a bong and an empty vial of hash oil in the vehicle.

They managed to deal with the male party without disturbing his sleeping son. Relatives of the man were contacted and came to the scene to take the young child home.

The male was charged with possession of a controlled substance and will appear in the Lindsay, Ontario Court of Justice on Thursday June 23rd, 2016. Police are not releasing the name of the accused male to protect the privacy of his son.

Three North Bay men face multiple charges after B&E

It is alleged that on Friday May 20th, shortly before 3:30 a.m., the three accused entered the North Bay residence of a woman known to them, and proceed to assault and threaten her and steal her cell phone. The three accused then left in a vehicle that police located a short time later on Galt Street, where the three were arrested.

While in custody at police headquarters providing her statement to police, Woods threatened to harm to the victim. Police seized the victim’s mobile phone from the vehicle. The victim was not injured.

Following an investigation into a report of a break and enter that occurred in a North Bay residence early this morning, North Bay Police arrested and charged:

Drew Stephen Weller, age 24, of North Bay with:

  • One count of break and enter and commit assault;
  • One count of break and enter and utter threats;
  • One count of break, enter and commit theft; and
  • One count of breach of probation.

Ronald Michael Sauve, age 53, of North Bay with:

  • One count of break and enter and commit assault;
  • One count of break and enter and utter threats; and
  • One count of break, enter and commit theft.

Ashley Woods, age 25, of North Bay with:

  • One count of break and enter and commit assault;
  • One count of break, enter and utter threats;
  • One count of break, enter and commit theft;
  • One count of utter threats; and
  • One count of breach of probation.

The three accused were held in custody for bail hearings today.

Be on the lookout for two scammers working Manitoulin Island

(LITTLE CURRENT, ON) – Little Current Ontario Provincial Police (OPP) are warning residents to be aware of two males targeting seniors.  On Wednesday, May 18, 2016 two such males attended the residence of an elderly person soliciting the resident to pay for an eaves trough cleaning on the home for a set fee.

Once the resident agreed to the set fee and the males performed the work, they completed additional work on the roof without the homeowners consent. They then charged the homeowner seven times the original price which was paid to the suspect(s) in cash.

Further investigation revealed that the additional work to the roof had not been done.

One suspect is described as white male, 5’8″; medium build, with grey and brown hair and a light coloured ball cap, approximately 50 years old, wearing a dark shirt, black or navy jeans.

The second suspect is described as white male, 5’8″, medium build, mid 20’s wearing beige, light coloured jogging jacket, and blonde short hair pulled forward towards front.

The vehicle is described as a black truck with tinted windows, short box containing chainsaw and numerous other tools.

Sunday morning head on collision west of Cochrane results in fatality

(COCHRANE, ON) – On May 22, 2016, at approximately 4:40 a.m., James Bay Ontario Provincial Police (OPP), the Cochrane District Emergency Medical Services (EMS) and the Cochrane Fire and Rescue were called to attend a collision on Highway 11 in Calder Township approximately 20 kilometres west of the Town of Cochrane.

A tractor trailer travelling east on Highway 11 collided with a tractor trailer travelling west on Highway 11. The driver of the west bound tractor-trailer was transported to a local hospital, via ambulance, due to minor injuries and the passenger of the east bound tractor-trailer was transported to the hospital, via ambulance, due to serious injuries. Both the driver and the passenger remain in hospital.

The driver of the east bound tractor trailer, Ish KAHLON, 40 years of age, of Brampton, Ontario died as a result of the collision.

OPP Technical Collision Investigators and Collision Reconstructionists are assisting with the investigation.

Highway 11 is now open to traffic in both directions.

Sudbury Police need help to identify dirt bike rider

On May 23rd, 2016, at approximately 1:40 p.m., a Police Officer attempted to stop a dirt bike on Main Street in Val Caron, as dirt bikes are not permitted to be on the highway.

The dirt bike rider failed to stop for Police when directed to do so, and the driver drove off at a high rate of speed heading East on Main Street towards Elm Street.

The rider is a male, wearing; a red t-shirt, beige pants, black helmet, goggles that have a red band and he was carrying a back-pack.

The dirt bike has the marking B16 in red on the side.  A photo is attached.

Illegal Drugs and Prescription Meds Intercepted – 55 people charged

(TIMMINS, ON) – A multi-jurisdiction drug investigation in northeastern Ontario has resulted in dozens of arrests and more than 300 charges.

In November 2015, the Nishnawbe-Aski Police Service (NAPS) and Ontario Provincial Police (OPP) Organized Crime Enforcement Bureau (OCEB) began a joint investigation to identify and dismantle drug distribution networks trafficking prescription medications and illicit drugs to communities in northeastern Ontario. The lengthy investigation focussed on the Timmins and Chapleau area and James Bay coastal communities, noting these drugs typically sell at four times the street price compared to urban centres, providing considerable profit incentive for criminals to exploit vulnerable residents in Aboriginal communities.

At a news conference in Timmins today, NAPS Chief Terry ARMSTRONG, OPP Deputy Commissioner Rick BARNUM, Timmins Police Chief John GAUTHIER and Anishinabek Police Service Deputy Chief Dave WHITLOW unveiled details of the investigation and displayed samples of the evidence seized during the six-month probe. They were joined by Nishnawbe-Aski Nation leaders who provided insight into the challenges and devastating impacts illegal drugs and misuse of prescription medications have had on their citizens.

During Project COAST, 21 search warrants were executed earlier this month at locations in northern and eastern Ontario. Police seized:

  • 57,792 methamphetamine tablets,
  • 7,229 oxycodone pills,
  • 706 grams of cocaine,
  • 476.6 grams of marihuana, and
  • 154.25 fentanyl patches.

Police also seized more than 252-thousand dollars in Canadian currency, one shotgun and a bulletproof vest. As a result, 55 people have been charged with 341 offences under the Controlled Drug and Substances Act (CDSA) and the Criminal Code of Canada. (See ADDENDUM OF CHARGED PERSONS.)

Several of the accused persons will appear at Ontario Courts of Justice at various times, dates and locations. The investigation continues.
